Actually I think flac cannon module could be less cpu intensive than smart bombs currently are. They could track up to a certain number of targets at once, say 10 or so. Then damage calculations only need to be calculated for some random 10 target...

Actually the Buzzard with ECCM is the hardest ship to scan out. It is not impossible though. It requires maxed or nearly maxed skills and kit but it is possible. All of the Cov-ops are harder to find than the logistics ships.

I agree with the idea of removing the chance based mechanic in favor of a deterministic behavior. Your proposed mechanic however makes ECM almost useless. You would have to continue to spend multiple modules in order to have an effect on a ship,...
